Hold the stack together and cut out a small circle. Punch two holes in the center of the circles. Take the pipe cleaner and put one end through each punched circle. Now it's time to make your tissue paper flower. Gently separate the top layer of the paper and crumple it a bit; afterward, you can design the flower the way you want.
