Actually, Scott Cawthon is never late when it comes to releasing his works. He initially announced that he will release "Five Nights at Freddy's: Sister Location" on Oct. 7, 2016 but later on announced that there will be delays. He also warned the "FNAF" fans that it was not what they expected to be.
In a post in Steam, Scott Cawthon informed his "FNAF" followers that he will release "Five Nights at Freddy's: Sister Location" in chapters. Although the title is already available, the "mature" version will be released by itself in the latter part of the timeline.
Based on Scott Cawthon's post, the "Five Nights at Freddy's: Sister Location" does not contain the much-anticipated horror elements that most "FNAF" fans are yearning. It's kind of kid friendly, so he was torn between releasing it or not.
